1. Purpose and Scope:

This policy establishes the institutional framework for providing reasonable adjustments and academic accommodations to ensure equal educational access and universal design for all enrolled students. It supports individuals with permanent disabilities (physical, visual, auditory, or neurodevelopmental), temporary medical conditions, and documented extenuating circumstances. It governs admissions, instructional delivery, Learning Management System (LMS) accessibility, and examination protocols in alignment with international accessibility benchmarks (such as the ADA and WCAG guidelines).


2. Core Accommodation Principles:

  • Equal Opportunity & Accessibility: Ensuring all qualified students can demonstrate academic mastery without facing arbitrary technological or physical barriers.
  • Preservation of Academic Rigor: Accommodations provide equitable access without compromising fundamental academic standards or waiving core Intended Learning Outcomes (ILOs).
  • Confidentiality & Privacy: All medical, psychological, and diagnostic documentation is maintained under strict confidentiality, accessible only to designated accommodation officers.
  • Individualized Case Review: Requests are evaluated on an individualized basis to determine appropriate, proportional, and evidence-based adjustments.

3. Scope and Categories of Reasonable Adjustments:

Examination and Assessment Accommodations:

  • Provision of extended testing time for timed electronic exams (e.g., 25% to 50% additional time based on certified medical necessity).
  • Alternative examination environments or adaptive proctoring provisions for students with specific medical requirements.
  • Alternative assessment modalities (e.g., oral examinations, project-based assessments, or text-to-speech formats) where appropriate.

 

Instructional Content & Digital Accessibility:

  • Provision of accessible courseware compatible with screen readers, magnification tools, and assistive technologies.
  • Closed captioning and full textual transcripts for all pre-recorded instructional videos and multimedia resources.
  • Compliance of LMS interface and course design with global accessibility standards (WCAG 2.1 Level AA).

Academic and Scheduling Flexibility:

  • Reasonable, pre-approved assignment deadline extensions for acute or fluctuating health conditions.
  • Flexible attendance options enabling asynchronous participation paired with compensatory interactive tasks.

4. Limits and Undue Burden Threshold:

An accommodation is not considered "reasonable" and may be declined or modified if it:

  • Results in a fundamental alteration of the program curriculum or waives an essential competency required for credential conferral.
  • Imposes an undue financial, technological, or administrative burden upon the University.
  • Compromises the integrity of academic assessments or confers an unfair competitive advantage over peers.

5. Application Procedure and Due Process:

  • Submission: The student submits a formal request via the Student Support & Accessibility Portal upon enrollment or at least three (3) weeks prior to major assessment periods.
  • Documentation: Submission of verifiable diagnostic documentation or reports issued by a certified healthcare professional detailing the functional limitation and recommended accommodations.
  • Review & Determination: The Accessibility & Accommodations Review Panel reviews the file within seven (7) business days to formalize an Individual Accommodation Plan (IAP).
  • Implementation: Relevant faculty members receive formal administrative notification detailing the approved accommodations for seamless implementation within the virtual learning environment.
